Boston, 11/09/2015. Andy Vargas, 22 is the newest elected member of the Haverhill city council. He is also the first Latino elected to a government position in the city history.

Here's Andy is texting Simon Rios, NPR reporter, Boston.

Vargas holds a masters from BU in Political Science. He interned for the White House and worked in the US Embassy in Spain.
