While leaving NPR studios in Boston, Vargas looks to the camera and thumbed.
Andy Vargas, 22, from Haverhill was interviewed by Simon Rios at WBUR- NPR Boston.
Vargas, is the newest elected Haverhill's city council. He is also the first Latino elected to a government position in the city history.
Andy holds a mayor from BU in Political Science. He interned for the White House and worked in the US Embassy in Spain.
